The right to the city in vulnerable and neoliberal cities after disaster and reconstruction in Chile. Movements of resistence (Claudio Pulgar Pinaud)

Chile wird immer wieder von Naturkatastrophen heimgesucht - Erdbeben, Tsunamis, Feuer, Fluten, Vulkanausbrüche etc. Eben dies macht bereits marginalisierte soziale Gruppen noch angreifbarer. In Chile hat sich der Neoliberalismus durchgesetzt und Fuß gefasst; seine sozialen und ökonomischen Folgen verstärken nur noch die Auswirkungen solcher Katastrophen. Konfrontiert mit Vertreibung und neoliberalem Wiederaufbau, kommen Prozesse von Organisation und Widerstand im gesamten Gebiet zum Vorschein. Hauptsächlich werden Forderungen nach einem Recht auf Wohnen, einem Recht auf Land und dem Recht in der eigenen Wohngegend verbleiben zu können laut.

Referent: Claudio Pulgar Pinaud ist Architekt und Wissenschaftler an der Fakultät für Architektur und Stadtplanung (Institut für Wohnwesen) der „Universidad de Chile“ (Universität Chile). Derzeit ist er Promotionsstudierender an der „Ecole des Hautes Études en Sciences Sociales“ in Paris. Er ist Recht-auf-Stadt Aktivist.

Chile is stricken by natural disasters over and over again – earthquakes, tsunamis, ﬁres, ﬂoods, volcanic eruptions, etc. This particularity makes the most excluded social groups even more vulnerable. In Chile, neoliberalism has been implemented and taken root; its social and economic outcome further ampliﬁed the disaster’s impact.

Faced with this landscape of displacements and neoliberal reconstruction, processes of organisation and resistance have been surfacing throughout the territory. The major claims are for the right to housing and the right to land, the right to the city and the right to remain in one’s own neighbourhood. This process, made up of both resistance and resilience, is what we have chosen to call “the double telluric and social movement”.

Speaker: Claudio Pulgar Pinaud is an architect and a researcher at the Faculty of Architecture and Urban Planning of the University of Chile (Institute for Housing). He is currently a PhD student at the Ecole des Hautes Études en Sciences Sociales in Paris. He is a Right to the City activist.
